This item can be useful if your weapon or piece is near or has reached the highest level of its tier. This item allows you to upgrade the equipment to the next tier without risking its breaking.
If an upgrade fails, it will be reverted to its original state. This is typically an upgrade, but it could also be an upgrade. It is recommended to save an upgrade for when you're close to the highest level of an item, and to use it as a last resort.
